2024 CDBG Consolidated Annual Performance and Evaluation Report (CAPER)

Public Review and Comment Period: August 29 – September 15, 2025

Each year, the City of Hanford is required to submit a Consolidated Annual Performance and Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development (HUD), reporting on the performance of its Community Development Block Grant (CDBG) program.

The 2024 CAPER summarizes the City’s progress toward meeting both its annual and five-year goals, highlighting outcomes across a variety of program areas, including:

• Primary activities and funded programs
• Use of CDBG resources and investments
• Affordable housing efforts
• Services for individuals experiencing homelessness and other special needs
• Fair housing initiatives and actions taken to address impediments
• Lead-based paint hazard reduction
• Institutional coordination and monitoring

Public Review and Participation

In accordance with the City’s CDBG Citizen Participation Plan, the draft CAPER is available for a 15-day public review and comment period from August 29 through September 15, 2025.
