About the Community Development Block Grant Program

The City of Hanford is an entitlement community with respect to the Community Development Block Grant (CDBG) Program. This federal grant program is administered by the U.S. Department of Housing and Urban Development (HUD). The program allocates funds to eligible cities and counties throughout the nation to assist low and moderate-income households and neighborhoods in the elimination or prevention of slums and blight.

The national objectives of the program are to provide decent housing, create a suitable living environment and expand economic opportunities for low and moderate-income people. The grant funds may be used for activities such as housing rehabilitation, affordable homeownership assistance, neighborhood improvement, community services, as well as community development activities such as the construction or rehabilitation of community facilities and economic development.

The City’s program is administered by the Community Development Department.

City of Hanford Notice of Public 15-Day Comment Period Regarding CDBG 2023 Consolidated Annual Performance Evaluation (CAPER)

Under Federal Regulations governing Community Development Block Grant (CDBG) funds, public input will be solicited for 15 days, beginning August 2, 2024, to comment on the proposed CDBG CAPER. The City of Hanford’s draft Consolidated Annual Performance and Evaluation Report (CAPER) describes the performance of City activities funded during the fiscal year of July 1, 2023, to June 30, 2024. The CAPER is prepared for the U.S. Department of Housing & Urban Development (HUD). 

Comments on the Draft CAPER for FY 2023-2024 can be directed to Community Development Administrative Analyst Sandra Lerma at slerma@hanfordca.gov or by postal mail at the City of Hanford, 317 North Douty St, Hanford, CA 93230.

A PUBLIC HEARING will be held on August 20, 2024, at 7 p.m. in Council Chambers at 400 North Douty Street, Hanford, CA  93230. Citizens are invited to the hearing to comment on the 2023-2024 CAPER.

Draft Consolidated Plan for 2024-2028 and 2024 Action Available for Public Review

The City of Hanford has released its draft AP 2024-2028 Consolidated Plan and 2024 Action Plan for public review and feedback. This review period will continue until May 6, 2024. Moreover, the City Council is scheduled to hold a public hearing on Tuesday, May 7, 2024, at or after 7 p.m. The purpose of this hearing is to receive comments and recommendations from the public before the City Council authorizes the submittal of the 2024-2028 Consolidated Plan and 2024/2025 Action Plan to the U.S. Department of Housing & Urban Development.
