Welcome to the City of Hanford Utilities and Engineering Department.  We are "Always On" .  Although you may not hear or read about the Utilities and Engineering Department very often, our personnel are hard at work - in the trenches, maintaining and improving the City's infrastructure. We ensure that your water is flowing from your tap, sewer lines are clear, the wastewater is treated properly, storm basins catch our storm water, and construction within the City is held to high standards.

The Utilities and Engineering Department is comprised of 3 separate divisions employing 59 full-time employees.  All Utilities and Engineering division offices are located at the City's Corporation Yard at 900 S. 10th Avenue.

The Utilities and Engineering Director is responsible for the overall administrative direction of the Utilities and Engineering Department.  This includes the quarterly review of all management performance plans to ensure that major goals and objectives of the department are achieved.   The Utilities and Engineering Director is also responsible for the development and implementation of the department’s annual operational budget as well as the City’s Capital Improvement Program.

John Doyel is the Director of Utilities and Engineering for the City of Hanford, and has over 17 years of experience in the field of Engineering and Public Works for the City.  John is a life long resident of Hanford and started his career with the City as an Associate Civil Engineer in October 2001.  John was promoted to the position of Deputy Director of Public Works in May of 2007 and his current position as Director of Utilities and Engineering with the creation of the Utilities and Engineering Department in March of 2017.   John is a Registered Professional Engineer and a Registered Land Surveyor in the State of California.   Before working in the public sector, John worked in land development and municipal engineering for TAE Incorporated in Tulare, California.
