CDBG Annual Action Plan Public Meeting

The City is encouraging members of the public to provide input to inform the development of the 2023-24 Annual Action Plan budget. In particular, the City is interested in receiving input from low and moderate-income individuals for whom HUD funding is designed to benefit primarily. Therefore, the City is providing the opportunity to provide feedback in writing and at a public hearing. 

The City of Hanford is developing a one-year Action Plan for July 1, 2023-June 30, 2024. The City of Hanford anticipates receiving an estimated CDBG grant of $540,000 from HUD.

Eligible activities for CDBG funding must meet one of the following national objectives: 1) principally benefit low- and moderate-income persons, 2) eliminate slums and blight, and 3) meet an urgent need. The types of projects and programs which may be considered for funding, subject to national objectives compliance, are summarized as follows: Acquisition or disposition of real property, construction and rehabilitation of publicly owned facilities, improvements to public and privately-owned buildings to make them accessible to people with disabilities, and infrastructure improvements to include sidewalks, street, drainage, and water and sewer systems. Also included are rehabilitation of public or privately-owned housing for low- and moderate-income households, demolition, and clearance to decrease health hazards. Public services that are new or expanding and are directed toward meeting a community-service need. (No more than 15% of the City's CDBG funds can be utilized for public-service programs). CDBG sub-recipients must be public or private non-profit organizations. 


City staff will review housing and community development priority needs and goals as identified in the overarching 5-year Consolidated Plan, the amount of assistance the City expects to receive, the range of activities that may be undertaken, the development of proposed projects, and measures of past program performance. Attendees can ask questions and provide input on community needs and priorities. 

Public Meeting: 4:00 p.m. on Tuesday, March 7, 2023, in the City Council Chambers located at 400 North Douty, Hanford, CA 93230.

Public Review and Comment Period: Copies of the draft 2023-2024 Action Plan will be available for a 30-day public review on or by April 10, 2023, for the required 30-day public display and comment period. The CDBG Annual Action Plan will be on the City of Hanford website at; a hard copy is available at each of the following locations:

Public Hearing: The City Council will hold a public hearing to take public comment on the proposed Plan Tuesday, May 16, 2023, at 7:00 p.m. in the City Council Chambers, 400 North Douty St., Hanford, CA 93230
